As modern technology occupies the world, people tried to adopt with this developing period that prepares them to those sudden changes. Street games turned to be computer games. People prefer exchanging messages trough text than the traditional letter writing. Even media industry now introduces online portals.
As the researcher was saying, world is changing. With this, the researcher introduces its investigative report on the present situation in the town of Bulakan where in people find it inconvenient that there is no Automated Teller Machine (ATM) in the town despite the fact that most companies, agencies or even establishment pay their employees through ATM nowadays. With this, the researcher presents this investigative report.
Conducting a survey with people from different sectors of society, all working, seven (7) out of ten (10) said that they uses ATM to get their salary and remaining three still uses payroll
Madelyn Flores from Baranggay Bambang, a secretary in Makati City, receives her salary monthly, using Banco de Oro (BDO) ATM card.
In an interview, Flores said that she finds it very convenient to use ATM to withdraw her salary unlike the over the counter situation.
Flores also added that she withdraws in nearby ATM in her workplace but during emergency situation and if she is in Bulakan, she has to travel to Balagtas just to withdraw money since Bulakan do not have ATM.
“No choice, hassle talaga kung wala kang sasakyan. Mahal pa pamasahe.”
Meanwhile, Aicelle Gonzales from Bambang, working in San Jose, Bulakan said that she receives salary with payroll.
According to Gonzales, payroll system is more convenient for employees like her who work in Bulakan.
Gonzales added that if she have an ATM, then she have to go to Balagtas just to withdraw the money. Unlike current situation that she receives salary instantly.
According to Ms. Precilla Reyes of Sangguniang Bayan, Bulakan used to have an ATM before. It was owned by a cooperative and is located on Bulakan Public Market.
As investigation goes, the researcher found out that even employees of the Bulakan Municipal still uses payroll system unlike other government office in which they have accounts in Land Bank of the Philippines.
Vice Mayor’s Office Secretary said that a Municipal Resolution was passed authorizing Mayor Patrick Meneses to enter and sign a memorandum of agreement between the Municipality of Bulakan and the Land bank of the Philippines, Balagtas branch, to open and maintain ATM payroll accounts and ATM installation for the implementation of ATM payroll system. But it is still on the process. Thus, they still have to deal with the payroll system.
With this information, the researcher requested for a copy of the said resolution.
Also, Ms. Precilla Reyes revealed that a request for an ATM in 2007 is finally on the process. Land bank of the Philippines is granting the request. It’s just that they were still looking for a ‘SAFE’ place to put the ATM but Ms. Reyes assures that it is only in the Municipal Hall vicinity. Reyes added that Councilor Jeff Tansinsin is the author of it.
With that, the researcher requested a copy of the agreement.
The agreement stated, “IPINASIYA, Tulad Ng Ditoý Ginagawang Pagpapasiya Na Hilingin sa Land Bank of The Philippines Sa Pamamagitan Ni Gng. Elvira Reyes, Branch Head, Balagtas Branch, Na Malagyan Ng Isang “ATM” O “Automated Teller Machine” Ang Bayan Ng Bulakan.”
Thus, the struggle of Bulakenyos will end soon.
